This is the one rule that decides everything else on the site, so it is worth stating plainly: we sell to businesses that hold a state tobacco or vapour licence, and we do not make exceptions — not for a friend of the business, not for a market stall, not for a first order that is already paid for.
Who qualifies, and who does not

Why the check exists
It is not our rule
A distributor that ships vape product to an unlicensed buyer is breaking the law in most states, and the buyer is too. We verify a state licence and an EIN because those two documents are what a state asks for, and because a shipment that leaves the dock without them is a liability for both sides of the transaction.
What we report
Orders are reported to state tax authorities where PACT Act and state rules require it, with the labelling and identifiers those filings need. Your pricing and order history are never shared with other customers — reporting is about tax and traceability, not about your business.
What we will refuse
Product that markets itself to minors, orders routed to a residential address with no adult to sign, and any order that looks like a consumer buying at wholesale prices. Adult-signature delivery is not a formality: somebody 21 or over has to be at the address, and we cannot leave product without that signature.
If a licence lapses
We pause ordering until the renewal is on file. That is not a penalty, and it is not a reason to panic — send the renewal and the account resumes the same day.

Licensing and compliance
Which documents do you need to open an account?
A current state tobacco, vapour, or business licence showing your legal business name and address, your EIN, and a government ID for the person opening the account. If your state licenses vape separately from tobacco, send both.
Do you report sales to state tax authorities?
Yes. We collect and remit the excise and sales tax your state requires on wholesale vape shipments, and we file the federal and state PACT Act reports. Your invoices carry the breakdown so your accountant has the record.
Can I resell online?
Yes, with age verification at checkout and adult-signature delivery. Your site must verify that the purchaser is 21 or older before payment, and the shipping address must be a business or a verified adult address we have on file.
What is your policy on youth-appealing products?
We do not stock or distribute products that imitate youth-oriented food packaging, toys, or characters, and we will discontinue a line if a manufacturer moves that way. We would rather lose a SKU than a licence.
